Default DROS denial reasons

Just curious, I was reading some posts, some of them old, about a DROS being denied, but that the person was not a prohibited person. Some of the reasons are owing money to the State and other minor things which can be cleared up. I found an old 2008 document which lists the reasons for denial, but only prohibited items are on that document.

So, my question can a person be denied when they are not a prohibited person and is there any legal basis for the DROS to be denied to a non-prohibited person for reasons not listed in the law.

I just posted in another thread. People are getting denied for an invalid license because they only have a paper copy. Yes you heard that right. The DOJ knows that you only have a paper license and even though it is valid for driving, they know you don't have a plastic license yet.

I used to think if we as dealers accidentally ran a person and didn't notice it expired, if they could get their plastic copy within 30 days, they would be ok. Nope. Denied.
